Job Description
Anova is seeking an experienced and strategic Monitoring and Evaluation (M&E) Manager to lead the oversight of programme data management, quality assurance, analysis, and reporting to funders. The role provides leadership and capacity building for programme implementation, data management, and reporting teams, ensuring high-quality data and compliance with donor requirements.

Key Responsibilities

Data Management and Reporting

  • Oversee all aspects of programme monitoring and evaluation.
  • Manage routine data collection and collation using funder-approved tools and systems.
  • Produce timely, accurate, and high-quality reports in line with funder requirements.
  • Coordinate the routine submission of data into the Anova hub, ensuring monthly compliance.
  • Generate monthly performance reports against targets for programme management purposes.

Data Quality and Assurance

  • Conduct weekly, monthly, and quarterly data quality audits (DQAs) in collaboration with programme teams, implementing corrective actions as needed.
  • Participate in quality assurance activities and routine data review meetings with funders, DOH, and relevant stakeholders.
  • Identify areas for data quality improvement and capacity building based on funder and organizational frameworks.
  • Work closely with Technical Advisory teams to ensure data integrity and best practices.

Team Leadership and Capacity Building

  • Supervise the day-to-day activities of M&E Officers.
  • Provide indicator coaching and mentorship to team members.
  • Support co-creation of narrative and analytical reports.
  • Ensure compliance with POPIA and organizational data governance policies.

Qualifications and Experience

  • Degree in Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management, Public Health, Health Informatics, Statistics, or Mathematics.
  • Minimum of 5 years’ experience working on donor-funded HIV/TB and related health programmes (Global Fund/PEPFAR preferred).
  • Experience with health indicators, data quality, and reporting to DOH and funders.
  • Proficiency with data systems such as DHIS, TIER.Net, ETR.Net, DATIM, or equivalent.
  • Experience in M&E capacity building for facility-level data capturing teams.

  • Experience implementing M&E plans and systems, including TIER.Net, DHIS, clinical stationery, DQAs, and data feedback processes.
  • Skilled in training, mentoring, and capacity building in M&E within public-sector health facilities.
