Position Purpose
The Base Controller is responsible for overseeing aviation operations at Richards Bay/Cape Town Port, ensuring that TNPA aircraft operations are executed efficiently in support of the TNPA pilotage service. Under the direction of the Chief Pilot: Aviation and Operations Manager: Aviation, the Base Controller will lead a team of aviation personnel and support staff in these ports, ensuring that the highest standards of aviation operations and safety are maintained. The position also involves ensuring that facilities and equipment are well-maintained and comply with operational requirements. Full compliance with regulatory authorities, such as the South African Civil Aviation Authority (SACAA), South African Maritime Safety Authority (SAMSA), and the Department of Transport (DoT), is essential.
Position Outputs

Assist the Chief Pilot: Aviation and Operations Manager: Aviation in developing plans and roadmaps to ensure safe and efficient aviation operations that comply with all regulatory and TNPA procedures.

Oversee and manage the execution of all aviation operations in the Port of Richards Bay/Cape Town, ensuring that customer and stakeholder expectations are met or exceeded.

Oversee projects related to the proper licensing of operational facilities and TNPA aircraft in Richards Bay/Cape Town.

Maintain the highest technical and operational standards to ensure efficient service delivery and excellence in all business operations.

Direct and implement corrective and improvement action plans as per the directives from the Chief Pilot: Aviation and Operations Manager: Aviation.

Interpret the operational environment to assess risks and develop mitigation strategies.

Enforce and implement aviation best practices to ensure compliance with minimum requirements and adapt to changes in the industry.

Oversee the monthly reporting system in the Port, analyzing threats, and developing intervention strategies in coordination with the Chief Pilot: Aviation. Compile weekly and monthly Base reports.

Monitor and manage expenditure, ensuring that spending remains within budget.

Ensure that the helicopter facility in Richards Bay/Cape Town is always ready for internal and external audits and maintain it in good condition.

Oversee the manning and efficiency of flight operations and training programs at the Richards Bay/Cape Town base in coordination with the Chief Pilot: Aviation.

Ensure human resources are managed according to policies and procedures, ensuring effective diversity management.

Address all safety matters with the Safety and Quality Manager and Chief Pilot: Aviation, ensuring that issues are resolved promptly.

Provide business intelligence and innovative strategies to manage increasing service demands and deploy assets as needed to manage workloads effectively.

Enhance the TNPA brand by portraying a professional image and excellent reputation as a leading service provider.

Perform other duties as assigned by the Chief Pilot: Aviation & Operations Manager: Aviation.
Qualifications and Experience

Aviation Management Diploma or hold an ATPL/H or CPL/H.

Previous experience in Aviation Base Management or relevant certification is advantageous.

Experience in Off-Shore and Oil & Gas sectors is beneficial.

At least 8 years of experience in aviation operations is advantageous.
