Main Purpose of the Role
The Programme Manager provides strategic leadership and oversight for the NACOSA-funded “My Journey” HIV adolescent and youth programme. The programme aims to prevent new HIV infections among adolescent girls and young women (AGYW) through targeted interventions, awareness campaigns, and service delivery. The role ensures that young women aged 15–24 access a comprehensive package of health and support services across community settings, including HIV testing, PrEP, sexual and reproductive health, prevention choices, continuity of care, community mobilisation, digital demand creation, and post-violence care.
Key Responsibilities
Programme Implementation
- Develop and oversee the “My Journey” programme implementation strategy, including programme inception, start-up, and performance monitoring
- Ensure programme deliverables are achieved against set indicators and implement corrective actions where needed
- Prepare regular and ad-hoc reports on workplan implementation, aligned with objectives, indicators, and targets
- Establish and maintain a comprehensive service package, including SOPs and algorithms, ensuring high-quality SRHR and PrEP services for AGYW
- Ensure availability of programme resources within budget
Stakeholder Engagement
- Liaise with internal and external stakeholders to facilitate programme implementation
- Engage with DoH, City Health, and other relevant stakeholders at sub-district, district, and provincial levels
- Support programme teams in community and facility-level stakeholder engagement
- Maintain alignment with Anova and funder policies and guidelines
- Represent the programme at TWGs, conferences, seminars, and other relevant forums
Technical Support, Capacity Building, and Supervision
- Guide programme teams on technical aspects and maintain service quality standards
- Support youth-friendly service delivery at community and DoH facilities to enhance SRHR/PrEP uptake
- Mentor and provide ongoing technical support to programme staff
Community Engagement and Implementation
- Oversee community outreach services delivered via DoH and Anova mobile units
- Manage implementation of community campaigns and ensure stakeholder engagement
- Ensure availability of IEC materials and programme collateral in line with budget
Monitoring and Evaluation
- Ensure a robust M&E plan is in place and adhered to
- Collaborate with M&E teams to develop data collection and reporting tools
- Ensure programme teams are capacitated on reporting requirements
- Compile and submit technical assistance reports to district leads, technical teams, and funders
- Lead presentations on programme progress to internal and external stakeholders
Team Management
- Oversee recruitment and appointment processes to meet staffing needs
- Supervise day-to-day activities of the programme team, including senior staff and HR matters
- Conduct regular team feedback sessions and support staff capacity building
Qualifications and Experience
- Degree in Nursing, Social Science, or relevant field
- Registration with relevant professional board
- Knowledge of adolescent and youth programme areas
- Understanding of DOH, DSD, and DOE prevention strategies and experience engaging key stakeholders
- Over 8 years’ experience in public health HIV/TB and adolescent programmes
- At least 5 years in senior/project management roles overseeing donor-funded public health programmes
- Experience in project management, implementation, oversight, and reporting
- HIV management training essential; training and facilitation experience advantageous
- Knowledge of 95-95-95 targets, Health and Adolescent Youth Programme policies, and funder-driven targets
- Strong report-writing and quality improvement skills
