Job Purpose
The Clinical Manager ensures the delivery of integrated, high-quality health interventions, including HIV testing and self-screening, PrEP provision, ARV treatment and viral load monitoring, TB and STI screening and treatment, sexual and reproductive health services, prevention of vertical transmission, post-violence care, and HPV screening. This role manages healthcare needs, ensures treatment adherence and completion, establishes linkages to care, and drives continuous improvement in service delivery in line with NACOSA, NDoH, and Global Fund standards.
Key Responsibilities
Leadership
- Oversee implementation of AGYW/AYP biomedical interventions in the district.
- Direct line manager for the biomedical clinical field team.
- Participate in recruitment and identify training needs for all biomedical staff.
- Lead by example and share knowledge and skills with team members.
- Manage practices perceived as unethical, unwise, or incompetent.
- Facilitate monthly and ad hoc staff meetings, onsite supervision, and completion of supervisory tools.
- Compile and submit monthly reports to the Programme Manager.
- Identify portfolio champions, e.g., HTS champion, QA champion.
- Conduct bi-annual performance sessions with all biomedical staff.
- Monitor staff timesheets and work closely with Human Resources to follow protocols.
Strategic Implementation
- Ensure AGYW/AYP programme implementation aligns with NACOSA and Global Fund guidance.
- Comply with all safety policies, practices, and procedures, reporting unsafe activities as required.
- Adhere to NACOSA and NDoH SOPs, guidelines, and organizational agreements.
Mentoring and Technical Support
- Support Registered Nurses with implementation of case management tools.
- Monitor weekly reporting and approve submitted tools for SR M&E.
- Guide Nurses in implementing NIMART and facilitate complex case discussions with multi-disciplinary teams.
- Manage operational planning, service delivery indicators, and quality improvement initiatives.
- Support Nurse Mentors in training and mentoring activities.
- Ensure logistical and administrative requirements for programme implementation are completed.
- Maintain and share guidelines, SOPs, and tools for mentoring biomedical staff.
Quality Assurance and Clinical Governance
- Stay updated on clinical developments, policies, and procedures.
- Set organizational goals and objectives for quality service delivery.
- Ensure all medical equipment is functional and adhere to infection control policies.
- Implement and maintain quality assurance programmes, including:
- Bi-annual clinical staff assessments.
- Rapid Test Continuous Quality Improvement (IQC and Proficiency Testing for HIV RDTs).
- Participation in clinical compliance assessments with NACOSA.
- Monthly folder audits for HIV, STI, and TB indicators.
- Oversight of complaints, comments, compliments activities, and client satisfaction surveys.
Qualifications and Experience
Education
- Degree or Diploma in Nursing (General, Midwifery, Community Nursing, Psychiatric Nursing).
- Registration with the South African Nursing Council.
- NIMART and SRH training.
- Clinical assessment, diagnosis, and primary health care treatment knowledge is advantageous.
Experience
- Minimum 3 years in a Primary Health Care setting.
- At least 2 years of management experience.
- Experience in facilitation and capacity building.
- Extensive experience in HIV/AIDS, STI, and TB treatment and care.
- Minimum 2 years in community nursing.
- At least 1 year working with AGYW/AYP is an advantage.
