Main Purpose of the Role
The Monitoring and Evaluation (M&E) Officer ensures efficient and high-quality data management, evaluation, and reporting to support programme implementation. The role involves collating data from multiple sources, monitoring indicators, providing feedback to programme teams, supporting data-driven decision-making, and building capacity through the effective use of programme data.
Key Responsibilities
Data Capturing, Verification, Quality Assurance, and Processing
- Perform data quality assurance and implement quality control measures
- Conduct monthly data verification and report findings to management
- Ensure accurate and complete data capturing in electronic and paper-based systems
- Safely store and manage all programme data
- Collaborate with programme teams to improve data quality and implementation
Monitoring and Evaluation Systems, Analysis, and Reporting
- Compile and submit weekly and monthly reports as required
- Support programme teams with data analysis to inform decision-making
- Assist data capturers and programme staff with compliance to M&E systems
- Train team members on web-based M&E systems and tools
- Develop and implement M&E policies, procedures, data flows, and workplans
Networking, Activism, and Community Engagement
- Support stakeholder engagement and networking initiatives
- Represent the organisation in external forums and meetings
- Prepare reports and presentations for external engagements
Performance Management
- Delegate responsibilities to ensure effective programme performance
- Motivate and manage team members responsible for data capture
- Conduct monthly data performance reviews and provide feedback during project meetings
Personal and Organisational Development
- Participate in trainings, workshops, and information sessions
- Stay informed on developments in HIV/AIDS, STIs, and TB programming
- Act as a role model for positive behaviour and professionalism
- Attend meetings, staff sessions, and represent the organisation appropriately
- Travel to programme sites as required, following organisational vehicle policies
- Undertake additional duties as assigned and adhere to relevant Anova policies
Qualifications and Experience
- Bachelor’s Degree in Social Sciences, Development, Health, or related field (M&E qualification preferred)
- Valid driver’s licence
- Minimum 3 years’ experience in project monitoring and evaluation
- Experience in team management and supervising data capturers
- Experience in HIV/AIDS prevention and support programming
- Computer literate, with proficiency in MS Excel, Word, and PowerPoint
- Experience with databases and online data management systems
- Strong report-writing, communication, planning, and organisational skills
- Knowledge of HR performance management and monitoring
