Main Purpose of the Role
The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, quality assurance, analysis, and reporting to funders. The role provides strategic leadership in monitoring and evaluation, strengthens data-driven decision-making, and builds the capacity of programme implementation, data management, and reporting teams.
Key Responsibilities
Data Management and Reporting
- Oversee all monitoring and evaluation activities across programmes
- Manage routine data collection and collation using approved data collection and reporting systems
- Produce accurate, high-quality, and timely reports in line with funder requirements
- Coordinate monthly submission of programme data to the central data repository
- Generate monthly performance reports against programme targets for management review
Data Quality Assurance
- Conduct weekly, monthly, and quarterly data quality audits in collaboration with programme teams
- Implement corrective actions to address data accuracy, completeness, and consistency gaps
- Participate in data review and quality assurance meetings with funders, Department of Health, and other stakeholders
- Identify data-related quality improvement and capacity-building needs in line with approved frameworks
- Work closely with Technical Advisory teams to strengthen data systems and reporting
Leadership and Supervision
- Provide day-to-day supervision and support to M&E Officers
- Ensure compliance with data protection and privacy legislation
- Coach team members on indicator definitions, targets, and reporting standards
- Co-develop narrative and analytical reports for internal and external stakeholders
Qualifications and Experience
- Degree in Monitoring and Evaluation, Computer Science, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics, or Mathematics
- Minimum of 5 years’ experience on Global Fund or PEPFAR-funded HIV, TB, or related health programmes
- Proven experience working with health indicators, data quality assurance, and reporting to the Department of Health and funders
- Hands-on experience with DHIS, TIER.Net, ETR.NET, DATIM, or similar health information systems
- Demonstrated experience in M&E capacity building for facility-level data capture teams

- Experience training and mentoring M&E teams within public-sector health facilities
