Programme Manager – Anova Vacancies

Main Purpose of the Role
The Programme Manager provides strategic leadership and oversight for the NACOSA-funded HIV adolescent and youth initiative known as the My Journey programme. The role focuses on preventing new HIV infections among adolescents and young women through targeted interventions, awareness campaigns, and youth-friendly services. The programme delivers a comprehensive package of sexual and reproductive health, HIV prevention, testing, PrEP, continuity of care, community mobilisation, digital demand creation, and post-violence support services to adolescent girls and young women aged 15 to 24.

Key Responsibilities

Programme Implementation

  • Develop and lead the implementation strategy for the My Journey programme
  • Oversee programme start-up, stakeholder engagement, implementation, and performance monitoring
  • Ensure delivery of programme outputs against agreed indicators, targets, and workplans
  • Provide regular and ad hoc progress reports aligned to objectives and funder requirements
  • Establish and maintain standard operating procedures and service delivery algorithms to ensure high-quality AGYW SRHR and PrEP services
  • Ensure availability and effective utilisation of resources within approved budgets

Stakeholder Engagement

  • Liaise with internal and external stakeholders to support programme delivery
  • Engage with the Department of Health and City Health structures at sub-district, district, and provincial levels
  • Support programme teams to strengthen relationships with community and facility-based stakeholders
  • Maintain regular communication with funders on programme progress
  • Ensure alignment with organisational and funder policies and guidelines
  • Participate in technical working groups, conferences, and forums to share progress and remain informed of best practices

Technical Support, Capacity Building, and Supervision

  • Provide technical guidance to programme teams to ensure quality service delivery
  • Support capacity building initiatives and promote youth-friendly services within communities and health facilities
  • Strengthen implementation of SRHR and PrEP services targeted at adolescents and young women

Community Engagement and Campaign Implementation

  • Support community outreach services delivered through mobile and facility-based platforms
  • Oversee the planning and execution of community mobilisation activities and awareness campaigns
  • Ensure availability and appropriate use of programme IEC materials within budget constraints

Monitoring and Evaluation

  • Ensure implementation of a robust monitoring and evaluation framework
  • Collaborate with M&E teams to develop and implement data collection and reporting tools
  • Ensure programme teams are trained on reporting requirements and adhere to monitoring plans
  • Compile and submit technical and progress reports to internal leadership, funders, and stakeholders
  • Lead presentations on programme progress to government, funders, and other partners

Team Management

  • Oversee recruitment, staffing, and onboarding to meet programme needs
  • Provide day-to-day management and performance oversight of senior team members
  • Facilitate regular team meetings and feedback sessions
  • Support professional development and capacity building of team members

Qualifications and Experience

  • Degree in Nursing, Social Science, or a related field
  • Registration with a relevant professional board
  • Strong knowledge of adolescent and youth-focused health programmes
  • Understanding of Department of Health, Social Development, and Education prevention strategies
  • Minimum of 8 years’ experience in public health HIV, TB, and adolescent-related programmes
  • At least 5 years’ experience in a senior or project management role within donor-funded health programmes
  • Proven experience in programme implementation, oversight, and reporting
  • Experience in training, facilitation, and HIV management
  • Knowledge of the 95-95-95 strategy and adolescent and youth health policies
  • Strong understanding of funder-driven targets and reporting requirements
  • Excellent report-writing skills
