Main Purpose of the Role
The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, quality assurance, analysis, and reporting to funders. This role provides leadership to programme implementation, data management, and reporting teams, while building capacity across the organisation to strengthen data-driven decision-making.
Key Responsibilities
Data Management and Reporting
- Oversee all aspects of programme monitoring and evaluation
- Manage routine data collection and collation using funder-approved tools and reporting systems
- Produce timely, accurate, and high-quality reports for funders
- Coordinate the routine submission of data into the Anova hub and ensure on-time monthly submissions
- Generate monthly performance reports against programme targets for management review
Data Quality Assurance
- Conduct weekly, monthly, and quarterly data quality audits (DQAs) with programme teams
- Implement corrective measures to address data accuracy and quality gaps
- Participate in quality assurance activities and routine data review meetings with funders, DOH, and other stakeholders
- Identify opportunities for data quality improvement and capacity building based on funder or Anova frameworks
- Collaborate closely with Technical Advisory teams
Team Leadership and Supervision
- Supervise day-to-day activities of M&E officers
- Ensure compliance with POPIA regulations
- Provide indicator coaching and technical support to team members
- Co-create narrative and analytical reports
Qualifications and Experience
- Degree in Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics, or Mathematics
- Minimum 5 years’ experience working on Global Fund/PEPFAR donor-funded HIV/TB or related health programmes
- Strong experience with health indicators, data quality, and reporting to DOH and funders
- Experience with data systems such as DHIS, TIER.Net, ETR.Net, DATIM, or similar
- Experience in M&E capacity building for facility-level data capture teams

- Practical experience implementing M&E plans
- Familiarity with TIER.Net, DHIS, clinical stationery, DQA processes, and data feedback mechanisms
- Experience training and mentoring staff in Monitoring and Evaluation (M&E) and understanding of South Africa’s public-sector health information systems
