Role Purpose

The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, analysis, and reporting to funders. This role provides leadership and capacity building for programme implementation, data management, and reporting teams, ensuring accurate, timely, and compliant data-driven decision-making.

Key Responsibilities

Data Management and Reporting

  • Oversee all aspects of programme monitoring and evaluation.
  • Manage routine data collection and collation using funder-approved tools and systems.
  • Produce timely, high-quality reports in line with funder requirements.
  • Coordinate the routine data repository into Anova Hub, ensuring monthly submissions are complete.
  • Generate monthly performance reports against targets for programme management.

Data Quality Assurance

  • Conduct weekly, monthly, and quarterly data quality audits (DQAs) with programme teams and implement corrective measures.
  • Participate in quality assurance activities and routine data review meetings with funders, DOH, and other stakeholders.
  • Identify opportunities for data quality improvement and capacity building based on funder or Anova DQI frameworks.
  • Collaborate closely with Technical Advisory teams to strengthen data systems.

Team Supervision and Capacity Building

  • Supervise M&E officers’ day-to-day activities.
  • Ensure compliance with POPIA and confidentiality standards.
  • Provide coaching on indicators and data processes to team members.
  • Support co-creation of narrative and analytical reports.

Qualifications and Experience

  • Degree in Monitoring & Evaluation, Computer Science, Information Systems, Data Management, Public Health, Health Informatics, Statistics, or Mathematics.
  • Minimum 5 years’ experience in Global Fund/PEPFAR donor-funded HIV/TB or related health programmes.
  • Experience with health indicators, data quality, and reporting to DOH and funders.
  • Proficient in data systems such as DHIS, Tier.NET, ETR.NET, DATIM, or similar.
  • Experience in M&E capacity building for facility-level data capturing teams.

Attributes

  • Advanced computer skills, especially MS Excel.
  • Knowledge of M&E best practices and clinical research environments.
  • Experience implementing M&E plans.
  • Proficiency with TIER.Net, DHIS, clinical stationery, DQA, and data feedback systems.
  • Experience training and mentoring teams in Monitoring and Evaluation (M&E).
  • Familiarity with South Africa’s public-sector health information systems.
