Monitoring and Evaluation (M&E) Manager

Main Purpose of the Role
The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, analysis, quality assurance, and reporting to funders. The role provides strategic leadership to programme implementation, data management, and reporting teams, while strengthening M&E capacity across programmes.

Key Duties and Responsibilities

Data Management and Reporting
Oversee all programme monitoring and evaluation activities
Manage routine data collection and collation using funder-approved tools and systems
Ensure timely submission of accurate, high-quality reports in line with funder requirements
Coordinate monthly data uploads into the Anova data hub
Produce monthly performance reports against programme targets for management decision-making

Data Quality Assurance
Conduct weekly, monthly, and quarterly Data Quality Audits (DQAs) in collaboration with programme teams
Implement corrective actions to address data accuracy and quality gaps
Participate in data review meetings and quality assurance activities with funders, Department of Health, and other stakeholders
Identify data quality improvement and capacity-building needs aligned with approved M&E and reporting frameworks
Collaborate closely with Technical Advisory teams to strengthen data use and performance

Leadership and Supervision
Supervise M&E Officers and oversee day-to-day M&E operations
Ensure compliance with POPIA and data governance standards
Provide indicator coaching and mentorship to team members
Support the development of high-quality narrative and analytical reports

Minimum Qualifications and Experience
Degree in Monitoring and Evaluation, Computer Science, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics, or Mathematics
Minimum of 5 years’ experience working on Global Fund or PEPFAR-funded HIV, TB, or related health programmes
Demonstrated experience in health indicators, data quality management, and reporting to funders and the Department of Health
Hands-on experience with health information systems such as DHIS, TIER.Net, ETR.Net, DATIM, or similar platforms
Proven experience in M&E capacity building for facility-level data capture teams

Attributes
Advanced computer skills, particularly in MS Excel
Sound knowledge of M&E best practices and frameworks
Experience in a clinical research or public health environment
Proven ability to develop and implement M&E plans
Strong experience with TIER.Net, DHIS, data quality audits, clinical stationery, and data feedback processes
Demonstrated experience in training, mentoring, and supporting M&E teams within public-sector health facilities
