Programme Manager

Main Purpose of the Role
The Programme Manager provides strategic leadership and oversight for the NACOSA-funded HIV adolescent and youth programme, “My Journey”. The role focuses on preventing new HIV infections among adolescents and young women through targeted interventions, awareness campaigns, and access to comprehensive sexual and reproductive health and prevention services.

The My Journey programme supports adolescent girls and young women aged 15–24 by addressing HIV and AIDS, sexual and reproductive health, wellbeing, and rights. Services are delivered across diverse community settings and prioritise HIV testing, consistent condom use, prevention options including PrEP, continuity of care, community mobilisation, digital demand creation, youth-friendly information, and referral to support services such as post-violence care.

Key Duties and Responsibilities

Programme Implementation
Develop and lead the My Journey programme implementation strategy, including stakeholder engagement, programme start-up, implementation, and performance monitoring
Ensure delivery against approved indicators, targets, and workplans, implementing corrective actions where required
Provide regular and ad hoc progress reports aligned to programme objectives and funder requirements
Establish and maintain a comprehensive service package, including SOPs and algorithms, to ensure high-quality community-based AGYW SRHR and PrEP services
Ensure optimal utilisation and availability of resources in line with approved budgets

Stakeholder Engagement
Build and maintain strong relationships with internal and external stakeholders to support programme delivery
Engage with the Department of Health and City Health structures at sub-district, district, and provincial levels
Support programme teams to collaborate with facility and community stakeholders for effective service delivery
Maintain ongoing engagement with funders and ensure alignment with Anova and funder policies and guidelines
Participate in and contribute to technical working groups, conferences, and seminars to share progress and remain current

Technical Support, Capacity Building, and Supervision
Provide technical guidance to programme teams to ensure delivery of high-quality, compliant services
Support the strengthening of youth-friendly services within communities and public health facilities
Ensure quality standards are consistently applied across all programme components

Community Engagement and Implementation
Support community outreach activities using mobile and fixed service delivery models
Oversee planning and implementation of community campaigns and stakeholder engagement initiatives
Ensure availability and appropriate use of My Journey and other IEC materials within budgetary limits

Monitoring and Evaluation
Ensure a robust monitoring and evaluation framework is implemented to meet reporting requirements
Collaborate with M&E teams to develop data collection and reporting tools for weekly and monthly reporting
Ensure programme teams are capacitated on reporting requirements and compliance with monitoring plans
Compile and submit technical reports and tools to internal leadership, district structures, and funders
Lead presentations on programme performance and progress to key stakeholders

Team Management
Oversee recruitment and appointment processes to meet programme staffing requirements
Provide overall management of programme teams, including performance oversight and reporting
Manage senior team members and oversee HR-related matters
Facilitate regular feedback, performance, and support meetings
Support ongoing capacity building and professional development of team members

Qualifications and Experience
Degree in Nursing, Social Sciences, or a related field
Registration with a relevant professional body
Strong knowledge of adolescent and youth-focused health programmes
Understanding of Department of Health, Department of Social Development, and Department of Education prevention strategies
More than 8 years’ experience in public health HIV, TB, and adolescent-focused programmes
At least 5 years’ experience in a senior or project management role overseeing donor-funded programmes
Proven experience in programme implementation, oversight, reporting, and project management
Experience in training and facilitation
HIV management training required
Knowledge of quality improvement approaches and project management methodologies
Sound understanding of the 95-95-95 strategy and adolescent and youth health policies
Strong understanding of funder-driven targets and performance reporting
Excellent report writing skills
