Job Description

Job Summary:
AECOM is seeking a Digital Solutions Governance Manager to lead the establishment, maintenance, and enhancement of the organization’s governance framework. This role ensures strategic alignment, optimizes resource utilization, manages risk, and promotes transparency and accountability across business functions. The successful candidate will lead a team responsible for key governance pillars, facilitate cross-functional collaboration, and serve as the primary liaison between business lines and the central Governance Council.

This position offers a hybrid work schedule, with three days per week in the office and the remainder Remote, based in Cape Town, Pretoria, or Durban.

Key Responsibilities:

Team Leadership and Management (3 Direct Reports):

  • Budget & Planning Analyst:

    • Oversee the development, monitoring, and reporting of departmental and project budgets, ensuring alignment with strategic objectives.
    • Guide spending pattern analysis to identify cost optimization opportunities.
    • Approve budget proposals and provide financial insights to the Governance Council.
  • Software Rationalization Specialist:

    • Direct the assessment and optimization of the organization’s software application portfolio.
    • Lead efforts to identify redundancies, consolidate applications, and recommend retirement or replacement strategies.
    • Oversee the development of modernization roadmaps.
  • License Management & Analytics Specialist:

    • Manage software and service licenses, ensuring compliance with vendor agreements.
    • Analyze license data to support cost-saving and strategic procurement decisions.
    • Implement license management tools and processes.
    • Provide leadership, mentorship, and performance management to the team.

Governance Framework & Policy:

  • Develop, implement, and continuously improve governance policies and frameworks.
  • Align governance practices with industry best practices, regulations, and organizational goals.
  • Maintain comprehensive documentation of governance processes and decisions.

Business Line Coordination & Facilitation:

  • Serve as the primary liaison between governance functions and regional business lines.
  • Engage stakeholders to understand needs and initiatives requiring governance oversight.
  • Facilitate workshops and working groups to drive governance initiatives.
  • Communicate policies effectively to ensure adoption.

Governance Council Management:

  • Coordinate Governance Council meetings, including agenda preparation and minutes.
  • Drive discussions and synthesize perspectives for effective decision-making.
  • Track action items and present governance reports to leadership.

Risk Management & Compliance:

  • Identify, assess, and monitor governance-related risks.
  • Collaborate with Legal, Compliance, and Audit teams to ensure policy adherence.
  • Implement risk mitigation strategies within the governance framework.

Qualifications

Minimum Requirements:

  • Bachelor’s degree in Business Administration, Finance, Information Technology, Project Management, or a related field.
  • 8+ years of progressive experience in governance, operations, finance, or IT management, including 2+ years in leadership.
  • Experience developing and implementing governance frameworks and policies.
  • Strong understanding of budgeting, financial planning, software lifecycle, and license management.
  • Exceptional communication, facilitation, and stakeholder management skills.
  • Analytical mindset with the ability to manage priorities in a dynamic environment.

Preferred Requirements:

  • Master’s degree preferred.
