Job Description
Anova is seeking a dedicated Paralegal to strengthen community-based human rights interventions by providing legal and strategic support to Human Rights Ambassadors/Reactors. The Paralegal will review and assess cases of human rights violations, provide basic legal guidance, and ensure accurate referrals or escalations to NACOSA Legal Officers when further legal review is required.

This role involves engaging district stakeholders to enhance referral networks and advocacy linkages, facilitating sensitisation and human rights training sessions, and representing the programme in relevant district-level forums. The Paralegal will also oversee and mentor Ambassadors/Reactors, review case documentation, and draft referral or recommendation letters to ensure access to justice and redress.

Key Responsibilities

Advocacy and Networking

  • Develop and implement quarterly district advocacy plans.
  • Advocate for the rights of adolescent girls, young women, and key and vulnerable populations, applying harm reduction principles.
  • Engage with communities, district stakeholders, and service providers, including clinics, SAPS, DSD, and Legal Aid organisations.
  • Identify service gaps and strategize with the programme team to address them.
  • Represent the programme professionally at meetings and external engagements.

Sensitisation and Training

  • Conduct stakeholder sensitisation workshops in subdistricts and districts quarterly.
  • Build capacity of Human Rights Ambassadors/Reactors and key population networks.

Legal Information, Advice, and Referral

  • Support the collection of human rights violation cases.
  • Assist community members in drafting affidavits, statements, and complaints.
  • Provide advice on remedies or next steps within the paralegal’s scope of competence.
  • Facilitate referrals to Legal Aid, Human Rights Commission, Department of Justice, shelters, and psychosocial or health services.
  • Follow up with clients and service providers to ensure cases are addressed.
  • Escalate complex or uncertain cases to NACOSA Legal Officers.

Gender-Based Violence (GBV) Response

  • Provide trauma containment support where necessary.
  • Ensure immediate care and referral for GBV survivors, including medical support and Thuthuzela Care Centres within 72 hours.
  • Support survivors in safety planning, SAPS reporting, and court proceedings as required.

Human Rights Ambassador/Reactor Support and Supervision

  • Ensure quality control of all case documentation.
  • Train Ambassadors/Reactors on SOPs and data tools for human rights violations.
  • Assess case submissions for accuracy, completeness, and appropriate categorisation.
  • Provide technical support for documenting, following up, and closing cases.

Qualifications and Experience

  • Certificate or Diploma in Paralegal Studies, Human Rights, or a related legal/social justice field.
  • Accredited community paralegal training or recognised courses in human rights or access to justice (preferred).
  • Minimum of 2 years’ experience in lobbying, advocacy, human rights, or public health/HIV programming.
  • Experience conducting trainings and workshops.
